Fountain Valley, CA – The City of Fountain Valley continues to adhere to the direction of Federal, State and/or County pandemic guidance. As we move into Stage 2 of the Resilience Roadmap where more businesses are able to open, the City has designed several programs in support of local businesses.Fountain Valley Restaurant Association “Cares” InitiativeThe City of Fountain Valley is partnering with the Fountain Valley Restaurant Association (FVRA) in support of the “Care” initiative. The FVRA is celebrating Class of 2020 graduates of Fountain Valley, Valley Vista and Los Amigos High Schools by awarding them with gift cards to Fountain Valley restaurants. It is FVRA’s way of thanking you for supporting our local restaurants and showing our graduates we care! Please consider a donation to Go Fund Me for the FVRA Cares initiative. Donations small and large will go a long way to help our community.Temporary Emergency Use PermitOn June 2, 2020, the Fountain Valley City Council directed the City Manager to issue an emergency order allowing restaurants, commercial establishments, and religious institutions with access to private sidewalks and/or private parking to utilize portions of those areas for dining, retail services, and operations in accordance with the COVID-19 safety criteria. The consent of the landlord or property-owner must be obtained, and a Temporary Emergency Use Permit has been approved by the City. For more information and access to the Temporary Emergency Use Permit application, please go to Planning & Building Department or call (714) 593-4425.Small Business Emergency Relief Grant ProgramThe City of Fountain Valley received CARES Act Fund allocation from District 2 Supervisor Michelle Steel of $913,000. The City will partner with OC Small Business Development Center in implementing a Small Business Emergency Relief Grant Program, targeting initial deployment of the program during the week of June 8, 2020. Small businesses in Orange County District 2 (south of Warner Avenue to the City limit) with less than 25 employees may be eligible to receive a working capital grant of up to $10,000. Information will be available in the next few days on the City website.Small Business Emergency Relief Loan ProgramThe City of Fountain Valley has created the Small Business Emergency Relief Loan Program, which will provide funding to small businesses with less than 25 employees and who need financial assistance to overcoming the temporary loss of revenue due to the COVID-19 pandemic. The program is subject to the availability of funds, meeting program guidelines and submitting all required information and supporting documentation. These businesses may be eligible to receive a working capital loan of up to $10,000. The loan may be used for working capital to cover the day-to-day business operating expenses, or other similar expenses that occur in the ordinary course of operations. Small business loans will be set at a 2% interest rate for three years, with no prepayment penalty. The Small Business Emergency Relief Loan Program will only be implemented after the funds for the Small Business Emergency Relief Grant Program has been exhausted. Time frame has not been determined .City of Fountain Valley Resilience Roadmap for Business ReopeningThe City of Fountain Valley is providing information to local business owners regarding the Orange County Health Care Agency (HCA) requirements to reopen businesses in the city. The HCA requires business owners and operators who meet Stage 2 criteria to review the State’s guidance most relevant to their respective industries on the State’s website. As a reminder, before reopening, all facilities must:Perform a detailed risk assessment and implement a site-specific protection plan;Train employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home if they have them;Implement individual control measures and screenings;Implement disinfecting protocols;Implement physical distancing guidelinesFountain Valley City Hall, the Police Department, and the Recreation Center have been open to the public since May 18, 2020. The Center at Founders Village (i.e. Fountain Valley Senior Recreation Center) will remain closed until further notice. All Orange County residents must continue to wear a cloth face covering 1) in a public place, 2) visiting a retail, commercial or other place of business or 3) at work when the person is not able to maintain at least 6 feet of physical distance from another person. Please do not enter City facilities if you are sick. Stay home and use alternative methods to contact City staff via email or phone.
